These areas, once specially planned and prioritized for construction by the Organization, were all being utilized by the Blood Citizens.

The train that led to the academy had been replaced by a train of blood and flesh, which only nobility could access, and it was protected by a blood barrier. It was unclear what kind of changes the Blood Citizens were making to the academy, nor could it be determined whether teacher Zede had been sealed within it.
