"Indeed, it is." Xu Feng acknowledged her plan. In the underground market, there were numerous NPCs who hoped to conceal their identity. After all, an underground market tended to be more unlawful compared to the surface level.
Of course, that didn't mean it was lawless either. It was just that people could easily meet their demise in such an environment, but it cannot be done openly either.
Hence, to prevent themselves from being a target, most NPCs opted to wear a mask.

Even Resonance City would have its own darkness, where authorities purposely turn a blind eye to it. After all, such a market existed only because the higher-ups agreed to it. Otherwise, it would have been eradicated and cleansed out.
