The Pure Dragon Clan sometimes feasts on creatures with Dragon Vein lineage but definitely wouldn't eat those whose bloodline concentration had risen to nearly transforming into a dragon.
The flood dragon is one such type; although after transforming, it's only in the lowest tier among the Pure Dragon Clan, it's still considered part of the Pure Dragon Clan!
