The grand meeting chamber of the Kanto Pokémon League buzzed with tension, its high ceilings and polished oak table dwarfed by the weight of the discussion at hand.

Five of Kanto's eight Gym Leaders— sat in stoic silence, their presence a testament to the gravity of the moment.

Agatha, the ghostly Elite Four veteran, presided at the table's head, her sharp eyes glinting with amusement as she leaned back, Gengar hovering at her side with a mischievous grin.

A dozen League officials filled the room, their voices rising and falling as they debated Gladion Vortex's bold proposal: elevating Moonwood Town's minor gym to major status, a General-type powerhouse under his command.

The officials' debate ignited with fervor, one bespectacled man slamming a fist on the table.

"Nine gyms in Kanto? Unacceptable! It disrupts the sacred balance of the League—eight gyms, eight badges, a clear path to the junior league tournament. Adding another throws the entire system into chaos! Trainers would face uneven challenges, scheduling nightmares—imagine the logistical mess! The Indigo Plateau's structure has held for decades; we can't just upend it because some kid got cocky after beating Pryce!"

His words drew nods from a few colleagues, who murmured about tradition and stability, their faces etched with concern over the ripple effects—more gyms meant more funding, more oversight, more everything.

A younger official, her voice sharp with conviction, countered, "Balance? What about safety? Kanto's not the peaceful haven it once was—Team Rocket's been slithering back, bolder every year. Another major gym, especially one led by someone like Gladion, strengthens our defenses. Moonwood's near Cerulean, a vulnerable spot since Marcus's death. A strong Gym Leader there could protect the region, deter Rocket grunts, and give trainers a tougher proving ground. It's not chaos—it's progress!"

Her argument resonated, several officials nodding as they recalled Gladion's rumored raids on Rocket hideouts, his Tyranitar flattening their schemes. "More gyms mean more eyes, more power—Kanto needs that now," she added, earning a grunt of approval from Surge, though he stayed silent.

Giovanni, seated at the table's edge, his suit pristine and Persian purring at his feet, raised a hand, his voice smooth as silk. "If I may—a solution exists that preserves your precious balance." Heads turned, the room quieting under his commanding presence.

"Cerulean City's gym has been faltering since Marcus's untimely death a year ago. His daughters, talented performers though they are, lack the strength and focus to uphold a major gym. Their circus antics draw crowds, but their battles are lackluster—hardly the caliber Kanto demands. Why not demote Cerulean to a minor gym? Let the sisters focus on their shows. In its place, elevate Moonwood Town's gym to major status. It's geographically close, strategically sound, and Gladion's proven his mettle. Eight gyms remain—no imbalance, no chaos."

A murmur of agreement rippled through the room. Giovanni's logic was airtight—Cerulean's gym had been a weak link, its battles more spectacle than challenge.

Surge leaned forward and added, "Giovanni's right. Cerulean's been coasting on Marcus's legacy. Moonwood, under Gladion, could anchor that region—his strength is undeniable."

Koga nodded, his eyes narrowing. "The boy's disciplined, resourceful. He'd fortify the north." Agatha's cackle broke the tension, her Gengar giggling.

"Tch, you lot act like this is a debate. The kid humiliated Pryce—Moonwood's gym would be a fortress with him in charge!" The officials exchanged glances, the proposal gaining traction.

After a brief huddle, the bespectacled official sighed. "Fine—demote Cerulean, raise Moonwood. It keeps the structure intact."

The discussion shifted, a nervous official clearing his throat. "But… is Gladion really strong enough to be a major Gym Leader? I mean, he's only 15—" His words faltered as the room turned on him, a collective stare so withering it could've curdled milk.

Surge burst out laughing, slapping the table. "You serious, pal? The kid just made Pryce cry with two Pokémon! That alpha Tyranitar of his alone could bench-press half this room!"

Marcus eyes glowed faintly, " Questioning his strength is illogical—he defeated a Champion. Are you suggesting Pryce is weak?" The official shrank, stammering, "N-no, I just—" Agatha's cackle cut him off, her Gengar mimicking his flustered expression.

"Boy, you're dumber than a Slowpoke in a math test! Gladion's got more power in his pinky than most Gym Leaders dream of—next question!" The room erupted in chuckles, the official sinking into his chair, face red as a Magmar.

The final debate turned to the gym's type—General, as Gladion proposed, or a traditional single-type focus? A stern official crossed his arms. "A General-type gym? It's against tradition! Gyms are built on specialization—Fire, Grass, Psychic—it gives trainers a clear challenge, a way to test their strategy against one type's strengths and weaknesses. A General gym muddies that—too chaotic, too unpredictable. Trainers need structure, not a free-for-all!"

His argument drew nods from traditionalists, who valued the clarity of type-based battles, the way they honed specific skills.

A younger official countered, her voice rising with passion. "Tradition's fine, but the world's changing—General-type trainers are on the rise, and Gladion's victory over Pryce proves it. He didn't rely on one type; he used strategy, diversity, raw power. Trainers today face varied threats—Team Rocket doesn't stick to one type, neither do wild Pokémon or rival teams. A General gym prepares them for that reality, teaches them to adapt, to counter any Pokémon, not just exploit a Fire-type's weakness to Water. Gladion's gym could revolutionize training—make Kanto's trainers tougher, smarter!" Her words sparked murmurs, the idea of a new paradigm gaining ground.

Koga spoke up, his tone measured. "The boy's team—Electivire, Tyranitar, Annihilape—shows mastery across types. He'd challenge trainers in ways single-type gyms can't."

Agatha leaned forward, her grin wicked. "You traditionalists are stuck in the stone age! General-type's the future—Gladion's win wasn't a fluke; it was a wake-up call. Trainers who only know how to spam Water moves against Rock gyms get crushed in the real world. Let him build his gym—let it shake things up!" Her Gengar cackled, mimicking a traditionalist's scowl, drawing laughs.

Surge added, "Kid's got the chops to pull it off—diverse teams are harder to beat. Look at me—Electric's great, but I respect a trainer who can throw curveballs."

The debate stretched, voices clashing—tradition versus innovation, structure versus adaptability. But the tide turned, the room warming to the revolutionary potential. A senior official stood, voice firm. "A General-type gym under Gladion could redefine Kanto's strength. His victory shows he can handle the responsibility—diverse challenges will forge better trainers, better protectors. Moonwood's strategic location, his proven power—it's a chance to evolve the League." Heads nodded, the majority swayed by the vision of a gym that mirrored the modern battlefield's complexity.

Agatha banged her fist on the table, silencing stragglers. "Enough yammering—let's make it official. Moonwood Town's gym is elevated to major status, led by Gladion Vortex, as a General-type gym. Any objections?" Silence answered, even the traditionalists conceding. "Good. Kid's gonna make waves—let's see how many trainers survive his gauntlet!" Her cackle echoed, Gengar spinning gleefully.

The decision was sealed—Gladion, at 15, would helm Kanto's newest major gym, a General-type beacon in Moonwood Town, replacing Cerulean's faded legacy.
