Chapter 34 - Regulatory Office and Reforms

Central Mountain City, Chuta Mansion Meeting Room

 

The atmosphere in the room was completely silent. If someone from the future witnessed this scene, they would probably laugh at the peculiarity of the situation: A group of men of various ages were anxious and expectant at what a boy of only 7 years old could tell them.

"It seems you need some training with the Scout Division", I mentioned to the man who had asked the question, trying to lighten the mood with a sarcastic comment.

The man immediately tensed upon hearing the name of that division, while the others looked at him empathetically, but now they seemed somewhat more relaxed thanks to my change of attitude in the conversation.

"I will follow your orders, Son of Heaven", the man replied in a respectful tone, although he showed some reluctance.

"That's a relief to hear", I replied. "This brief intervention led me to realize that some changes are necessary, in addition to a minor overhaul of the kingdom's military", I commented lightly as I moved in front of everyone.

"First, I want to inform you that a new regulatory body called the Gods' Judgment will be established, tasked with overseeing the kingdom's highest powers, including the army and navy", I began in a serious tone that allowed for no contradictions. "This body will be responsible for overseeing the behavior of the other powers using a set of rules based on our current laws or their future reforms", I added, maintaining the same tone as I watched an attendee take notes during the meeting.

"The Gods' Judgment will be composed of: Priests, Governors, Army Officers, Navy Officers, Ministers, and a group of Merchants", I continued, as everyone looked at me with concern. "Since this is an independent regulatory body, there will be another one in charge of ensuring that the previous one fulfills its responsibilities, and that will be the Explorers Division", I added with an enigmatic smile as the tension in the room rose.

"Each group that forms part of this Dictation of the Gods will be chosen internally", I said, addressing the army and navy generals. "For example, Michuá could be an army candidate, while Umzye could be the one chosen by the navy", I illustrated with examples to make sure everyone understood.

"This decision will be communicated to the rest of the branches of government that will make up this regulatory body as quickly as possible", I said, concluding the previous topic. "Furthermore, I want similar internal bodies to exist within the Navy and Army... They must be established by next year", I ordered forcefully.

"As you command!", everyone in the room responded firmly. "I'm going to inform you of a new reform for both forces of the kingdom... But first, I want to clarify that the formation of this new entity and the reforms that will be implemented are not the result of a mistake in proposing a war or assuming victory", I began in a calm tone. "As I mentioned before, it's very likely that we'll be successful in a conflict with those people. We could even integrate those territories more quickly with a major war... but what reason would we have to unleash such a war?", I questioned rhetorically, while some who seemed enthusiastic about the proposal looked a little embarrassed.

"These forces, both the army and the navy, were established to safeguard our kingdom, care for our people, and protect our beliefs... They were not created to cause pain to others for personal gain. The gods would not forgive us for deviating from the purpose for which they put us on this earth. We would most likely be punished, or even our community or our families could suffer for it", I argued, appealing to the emotional side of those present. "Therefore, this new reform will be implemented only as a reminder that we must be loyal to the commands of the gods and never abuse our superiority to cause others to suffer", I said in a tone heavy with emotion.

"This reform will have two approaches", I began to explain. "The first is to establish an internal oversight body; for the navy, it will be made up of members of the army, and vice versa. This will allow for transparency and allow both forces to monitor each other", I added in a light tone, observing the reactions of everyone present.

"The second approach relates to establishing standards of conduct for all levels of both forces, as well as the creation of a military tribunal with its corresponding internal laws… All of this will be detailed in a full report that you can review later", I continued.

"Any questions?", I asked wearily.

"Young Chuta, what about the military academies? Will they also be included in the reform?", Sagua asked as he stood up.

"That's correct, I appreciate you reminding me. This will be incorporated into the report", I clarified, thanking the General of the Southwest Zone for his intervention.

"If there are no further consultations... That's all for today's meeting", I declared as I waited for everyone to leave.

This meeting turned out to be more stressful than I had anticipated, and while I expected them to take an active stance on the war, I didn't think they would be so motivated to expand their domain in the absence of clear reasons. Some might assume this arose due to a shortage of resources or food, but since I implemented agricultural improvements a few years ago, food has become a consumer product rather than a basic necessity for subsistence.

"What's on your mind?", Chuquy asked as he entered the meeting room. "Fuuu... I thought after this meeting I could enjoy a well-deserved rest, but it seems I still have more things to attend to", I replied after a long sigh.

"You have a group of assistants for that", she stated.

"Yes, but they can only help me with the minor aspects; only I can do the more complicated work... Or maybe you, but you have other, more important responsibilities right now", I replied in a weary tone.

"You came up with the idea of ​​appointing me governor, and you didn't even give me advance notice so I could prepare", Chuquy rebuked, showing some annoyance.

"Hahaha... I wanted to see your reaction, and honestly, your expression was quite funny", I replied, trying to contain my laughter.

"Don't laugh!", she exclaimed with a mixture of anger and embarrassment.

"Relax, I won't do that again", I tried to calm her down. "By the way, you should get going soon. Your ministers will be leaving in a few days, and you should do the same... I also have a comfortable house ready for you, and the governor's building in your region is ready for you to start working immediately", I suggested, changing the subject to prevent her from getting any angrier.

"You're right... If you had warned me sooner, I would have already made a detailed plan", she admitted, still looking a little annoyed.

"There's no need to rush; take the time you need for each decision... No one is pressuring you", I said to allay some of her concerns.

"So, you say, you're not moving to a strange new place", she replied in an irritated tone as I strode out of the room.

After finishing writing down the meeting details in the file, I went up to the second floor, where my room was. The walk was fairly silent until someone jumped on me. I was about to react, but I realized the person was thin and small.

"I must assume it's Umza", I thought, pretending not to notice his presence.

"Boo!", Umza shouted, jumping in front of me with a mischievous smile.

"Aaaaa!", I yelled as if he'd really scared me.

"Hahaha... Finally!", he celebrated with a big smile as he jumped for joy. "You said I could never scare you, but I finally did it... Hahaha", he said, laughing.

"Yes, you did it", I conceded with resignation. "By the way, didn't you go see the priest in your village?", I asked, changing the subject.

"He's busy with celebrations and ceremonies, so I came to our house to surprise you", he explained, wiping away a tear of laughter.

"Our house?", I asked, confused.

"It's your house... I'm your wife... Therefore, it's our house", he stated without hesitation.

"Fuuu... I've already told you that you should find someone you truly love", I said, feigning annoyance after letting out a sigh.

"But I love you", he replied, looking at me tenderly.

"Okay", I commented resignedly. "We're going to my parents' house for lunch to celebrate. Did Nyia tell you if she'd be coming later or if she'd be staying with her father?", I asked quickly, changing the subject.

"She said she'd be staying with Mr. Xiua and would be back home tomorrow. It seems she wanted to convince her father to stay at Simte Academy to teach painting to the new students", Umza replied, remembering the previous conversation with Nyia.

"I understand... The Governor probably wanted his daughter to work as a teacher at the local academy", I commented, analyzing what Umza had said.

"Indeed, Nyia mentioned that she didn't want to be away from you... I mean, she didn't want to distance herself from the Academy", Umza corrected herself, realizing her mistake.

"I understand... I need you to tell my mother we're going to dinner. Invite her to Simte too", I requested, pretending not to have heard that slip of the tongue.

"Okay", she replied as she quickly left, nervous about having revealed something about Nyia.

I continued my way to my room on the second floor. As I passed my office, I noticed the door was in a different position than I had left it before. This was possible thanks to a skill I've been practicing for years, which I call "Hypersensing", which involves actively registering elements of my surroundings using my perfect memory.

"It could have been Umza, or perhaps someone who shouldn't have been here", I mused as I opened the office door normally.

I approached my desk and noticed that there were no documents in disarray, although there were faint marks from some objects that had been moved and then replaced. I continued reviewing the papers I had left the night before while looking around for any other clues.

"Foza, I don't think I gave you permission to enter my room", I said in a serious tone as I looked toward a dimly lit corner.
