At the stage of a level-four barracks, the cost to unlock military units exceeds tens of thousands, far higher than the summoning costs. Rosen felt there was no need to unlock units unless they were deemed very useful.
Upgrading the level-four barracks to level five opens an additional five military unit slots, with the barracks' armor similarly upgraded to reflecting armor.
