IMO, I think it should be both. She had Five Elements Holy Body and Solar Sovereign Body (noted that she had "player" body that can accomodate "everything"), both of them dormant and being detected at the same time, when she step into Golden Core.
While her Five Elements Holy body being "fully" activated, her Solar Sovereign Body only being detected as some of Taiyang Qi seeps into her body when she bombarded by lightning for 10 years. The pitiful amount of Taiyang Qi is unable to make her physique fully activate at that time, until now.
