Who is Joy Boy?
In simple terms, he is a savior.
Someone who will save everyone from the plight, distress, and difficulty, and everything, the messiah.
It could be said that Joy Boy was a so-called god who would rule the world after the evil World Government fell.
Like what Shinra had said before, so everyone could be in peace, there were only two methods, one was to have one powerful enemy that one would work together and erase their internal conflict, or have a god-like ruler that would make anyone unable to refuse his words, so everyone would be living in a peace.
In the end, no matter what the method, one needs a powerful strength to resolve all the conflicts in the world.
