Only Shanks watched the horizon in silence, his eyes distant. "Max D. Revenant… if you truly wish to change the world, I will stand with you — or stand in your way."

The Five Elders met in hushed voices, the weight of Uranus's loss heavy on their shoulders.

"The people see him as a savior," one Elder hissed. "If we let him continue—"

"Then we will not let him," another cut in. "Project Eclipse has failed — but there are other weapons. Other secrets."

They sent word to the Cipher Pol — a shadow war was brewing, one that would not end on the battlefield.

Their agents slipped into ports and markets, whispering poison in the ears of merchants and warlords.

"Cipher Pol thinks they can break us from within," she told Max as they walked the fortress walls. "But we have something they do not — the loyalty of the people."

Max's gaze swept the harbor, where black and silver banners flew proudly. "And we will protect that loyalty — with everything we have."

Akainu's fist slammed down, magma searing the table's surface. "No! We will not yield. We will remind the world why they fear the Navy!"

Max stood on the deck of his flagship, watching the gathering storm.
