Chapter 4 - Chapter 4: I, Prefect of the Sui Regulator

"Let it be known to the world! From this day forth, the ronin—Yu! Shall serve as the Prefect of the Sui Regulator in Yan!"

In the solemn imperial palace, the Emperor of Yan sat on the dragon throne in the main hall. A minister at the side read from the imperial edict in his hand.
