After hearing that he could get a chance at life the man was very surprised but before he could say anything God said "Now before you say anything let me inform you that if you decide you do not want a second chance at life you will be going back to the reincarnation cycle wasting the achievement and if you choose to then I will be reincarnating you according to my preference, it's not up for debate".
Seeing his questions answered before even questioning the man understood that the being infront is really a God and it's better to be polite then not to be he stays silent.
Seeing this God says "Now let me tell you the nature of your reincarnation, you already have read and seen a few stories where a person reincarnates in a fictional world with wishes, same will be happening to you". "You will be reincarnating in the world of Naruto, the time period and place will be decided by me. I will also decide your parentage, the only thing you can choose are the wishes but they have to come from the list I give you and the number of wishes will be three perks/talents/abilities and three types of knowledge".
After thinking for a bit the man decides to ask "Sir before seeing the list can you tell me where, when and what my parentage maybe". God smirks and says "Ok I can do that, you will be two years born the Third Ninja War in the Land of Iron to mid level samurai parents".
After listening to what God said the man had only one thought "f**k" he was so far away from the plot that he won't be able to do anything to influence the plot in any direction but on the other hand he will be far away from eyes and schemes of those old coots so it was a pretty much a ' you win some you loose some ' situation.
After he gave an affirmative nodd God tapped the table and pulled a screen with a list of talents/abilities/perks with three empty slots visible in the upper part of screen and a search bar. After seeing such a wide variety the man knew it will take some so he started searching for suitable things.
So after the passing of an unknown period of time the man chose -
Talent - All rounded talent (S)
Ability - Super Recovery (SS)
Perk - Instinctive Understanding (SSS)
After choosing the talent/perk/ability it was time to choose three types of knowledge so God tapped at the screen, which changed contents of the screen. Again he started searching for appropriate type of knowledge he would need and he chose -
