As for what had happened to them... well, that went without saying.
Most incidents nowadays could be traced back to Team Rocket in some way, although they generally refrained from harming civilians. Even in this case, there were basically no casualties.

According to the investigation, Team Rocket had used some kind of unusual technological method to trigger the mass evolution of Magikarp. Silas just glanced over that part and skipped it.
They're just saying it for the sake of appearances. Like Team Rocket would actually hand someone over just because they were asked. What a joke it'd be an embarrassment.
His knife and fork absentmindedly stabbed into the meat on his plate.
Technological method… Could it be that radio wave used on the red Gyarados?
Even though he hadn't watched much of the Pokémon series in his previous life, he still remembered some of the core plot points.
Thinking back to how those Gyarados looked yesterday they really had been unusually enraged, and their eyes had looked especially off.
But then again, why would Team Rocket choose to conduct the experiment here? Silas mused.
Generally speaking, pulling something like this in a major city like Vermilion was the equivalent of punching the League in the face like pouring salt on a fresh wound. They might as well have walked straight into the Indigo Plateau and slapped the League executives across the face.
No one with a functioning brain would have chosen to do something like this here.
Especially not Team Rocket, an organization known for being cunning and intelligent despite being villains.
If they just wanted to test Magikarp evolution, there are plenty of wild rivers and lakes full of Magikarp where they could've done it quietly.
So then… was the real target Lt. Surge?
That was the only possible explanation Silas could think of.
According to what he remembered from his previous life, Lt. Surge was one of Team Rocket's four Executives in some versions of the story.
But he also remembered that in this version, Lt. Surge had once been the captain of the S.S. Anne not an Air Force Major.
More importantly, everything Silas knew about Lt. Surge's personality described him as someone with a strong sense of justice, someone who hated dark organizations with a passion. The idea of him joining one was unthinkable.
So yeah, this really doesn't make sense…
And if Team Rocket was trying to recruit Lt. Surge, how could the League not notice? A little chaos like this wouldn't be enough to mask it.
It's all just a mess. Silas frowned as he tried to piece everything together.
But that was to be expected. After all, this world he lived in was real. It wasn't going to perfectly match the memories from his past life.
At the very least, from what he knew, Kanto's Elite Four weren't out here trying to destroy the world.
Nor did he need to worry that the entire Kanto League was secretly filled with Team Rocket members, like some twisted version of Hydra from the comics.

Finishing his breakfast quickly, Silas got up and briskly walked out of the Pokémon Center.
